The small krait snake is probably among the weakest, most poisonous, and most stupid snakes in the world. However, there is less power to rule in that creature’s poison, than in the people’s fear of his suspected presence. Poisonous old, and half-brain-dead empires, like today’s British empire, are dangerous in that same way.

No probably successful strategic approach to correcting the presently onrushing general, planetary economic-breakdown-crisis, will exist, until we have defined the relevant form of application of a “Glass-Steagall” solution for the present type of world breakdown-crisis. If civilization is to continue to exist for the near future’s decades, even during the few months immediately ahead, all monetarists’ standards proposed for addressing the presently onrushing near term’s general monetary, breakdown-crisis, of the planet as a whole, must now be cancelled.

Perhaps, some readers’ standard objection to my own approach, will be words to the effect, that “the world is not ready to consider such a radical approach as that you suggest!” (The fear of the krait again!) I mean the approach of an FDR-style, “Glass-Steagall” standard, which wipes out such pest-holes of usury as Wall and Threadneedle streets, and that quickly, mercifully, and permanently! If that is not done, any real civilization is now almost assuredly gone, for a span of some generations still to come.

I say to the circles of London’s Inter-Alpha Group, and also to Ambrose Evans-Pritchard: “You! I mean you! Proceed, instantly, back to proverbial square one! You and the London-centered crew’s financial assets have flunked the test again! Meet my preconditions, and do it now, or embrace the doom of your nations for generations yet to come. You do, after all, have a certain freedom of choice, of sorts.”

At this moment, the European Union is already doomed to disintegrate early, rapidly, and, perhaps, perpetually, unless that strict “Glass-Steagall” model is quickly and widely applied.

I do not exaggerate in the slightest degree, when I state, that those relevant officials who refuse my stipulated measures, are acting in a way which suggests that they have been driven insane by either their own greed, or their fear of that greed which has been expressed among the presently highest ranking circles such as those which have been lately typical of the majority of the Democrats in the U.S. Congress. Those have been the circles which say to me, with a fierce glint in their eye: “All my friends agree with me, not with you!” Or, perhaps these gentlemen intend, soon, to take the position: “I would rather blow my brains out, than accept your offer to save my life! I stick to my rules!” I can understand that attitude, although I could not condone it.

I call the following illustration to your attention.

At Leuthen in 1757, the commander Frederick the Great did not play by the rules of the game used by his Austrian adversaries, which is why Frederick won that battle. Shrewd Friedrich did not hesitate to break such rules when victory demanded it. The Austrians, nonetheless, advanced in steadily silly fashion, all by well-trained, existing rules, but then left, hastily, in a rout, twice, deliciously, all on the same day.¹

Similarly, by any truly sane standard, the Inter-Alpha Group’s claimed financial assets are, momentarily, the largely fictitious products of the fantasies of wild-eyed usurers, the Bank Santander most notably. That group clings to its implicitly hyper-inflationary, essentially predatory, and implicitly soon doomed “carry trade” assets, like a drowning man clinging to the anchor of his sinking, virtual Titanic. If Inter-Alpha clings to its Brazil “carry trade” assets, it is the weight borne by its essentially imaginary nominal assets, which would tend to send it down in something quite similar to the fashion of Weimar Germany in 1923.

In the last analysis, the case of your financial swindlers has really nothing to do with real economics, but only your own greed of the legendary usurer. “Yes, that fellow over there, has just said it again:” it is not the economy he wishes to save; it is the idea of some imperial power that he fears he would lose if he could not force, not only Portugal, Ireland, Greece, and Spain (the PIGS), but the whole bloody world, to starve and bleed to death, simply to make the poor and hungry of the world die at his imperial command! Swindler! Those are not your assets; they are only the sound and smell of your colossal frauds, the proceeds which Onan . . . holds in his . . . hand: what he, only . . . imagines . . . to hold, in his . . . hand.

Is it for that sordid tribute, that you would destroy your entire kind?

Think of it. Are you not insane? Are you not, perhaps, evil, wicked, and stupid, all at once: a remarkable coincidence! A remarkable, coincidence?

GLOBAL GLASS-STEAGALL NOW!

At New York's Queens College, on Dec. 2,1971, I subjected pro- Keynes Professor Abba Lerner to a humiliating defeat in a widely celebrated debate which centered on the implications of the specific issue of a proposed, fascist form of monetarist policy for Brazil. That year, that policy, led by Lord Jacob Rothschild, was being launched in Brazil. It is known today as the operations of the Inter-Alpha Group. Today, the harvest of the launching of that very same policy of the Inter-Alpha Group over the 1971-20010 interval has brought the economy of the entire world to the brink of collapse into a world-wide crisis which is to be fairly compared to a November breakdown-crisis of the economy of the entire planet.

 

At this moment, the United States, in California and elsewhere, is hovering at the point of a general breakdown-crisis of not only the entirety of the U.S. economy, but a chain-reaction collapse of every part of the economy of the world. Any contrary estimate is either a product of ignorant foolishness, or just another, damned Obama Administration lie. The immediate fate of every part of the planet now depends upon the immediate ouster of President Barack Obama from the office of the U.S. President.

There is an option. If a significant portion among the present nations of the world, will join with the United States of America in subjecting every part of the planet, implicitly, to only available remedy this onrushing, planet-wide disaster, the imposition of what is known as a strict form of a "Glass Steagall" standard among the nations of the world, the presently onrushing general breakdown-crisis can be halted abruptly, and an infrastructural-building-based, physical economy recovery launched among a global set of nations organized as a fixed- exchange-rate system of long-term credit.

It must be plainly stated, that an emergency reform of that type would virtually wipe out the nominal claims associated with such financier complexes as the Inter-Alpha hyperinflationary bubble. The time for that Inter-Alpha has come, and gone over the course of the recent four decades; the time for the spirit of President Franklin Roosevelt has come again. There is no other practical option but this for humanity at large.

The intent of this emergency reform includes a commitment to rescue those banking and related institutions which can meet the Glass-Steagall standard, even in the relevant institutions remains under protection of bankruptcy law for an extender period of its reorganization. The points to be emphasized on that account, are the following.

The recovery of an otherwise doomed planetary economy, now depends upon a fixed-exchange-rate system of long-term credit at rates below 2% per annum. The chief driver of the economic recovery and security of the nations of the planet, must come, presently, from emphasis on long-term investments in basic economic infrastructure in the categories of high-energy-flux density power systems, modern mass-transit systems, greatly expanded systems of enlarged capacities in water-management, emphasizing potable water, and expanded systems of general health-care and education in support of the development of populations designed in an accord with very-high-energy-flux-density power-sources and modes of physical development of the economies of the world.

Therefore, the driver employed to halt the presently onrushing collapse of the physical economies and populations of the nations, per capita, must be led by the role of development of modern basic economic infrastructure as the origin of the market for the progressive development of agriculture and industry through the cooperative role of national governments and banking systems which meet the requirements for a Glass-Steagall standard.

The measures to be taken immediately, to this effect, are feasible and will be successful if there is the kind of aggressively pro-development orientation I have implied here.

The world no longer as any need for gigantic schemes of the types associated with the Inter-Alpha organization, The loss of Wall Street will be no loss to present or future humanity.

What I have outlined, while immediately a summary, is nonetheless the only option available for the United States of America, among others, during the duration of the present calendar years. The effort will succeed, provided we find the political leaders with the guts to launch and support the job to be done now.

Haiti, Like Africa, Is Part of a Fourth World That London Is Driving to Extinction

March 2, 2010 (LPAC)—The hypocritical sophists at the London Economist have discovered that the 7.0-magnitude Haitian earthquake on Jan. 12 had far more deadly consequences than this weekend's 8.8-magnitude quake in Chile, because Chile has been able to "invest in transport and health infrastructure that far surpasses Haiti's," which is "the poorest country in the Western Hemisphere."

How quaint.

And what about the decades of British free trade, globalization, and drug-promoting policies which have brought Haiti to the edge of extinction, with over 80% of the population living under the poverty line, and levels of unemployment that over the last decade have ranged from a low of 50% to a high of 70%—or more? What about President Obama's intentional abandonment of hundreds of thousands of Haitians to likely death from hunger and disease, on British policy instruction?

A summary review of basic physical economic parameters in Haiti during the mid-2000s, demonstrates that British economic policies have left Haiti much more like a devastated Sub-Saharan African country, than the "merely" impoverished nations of Ibero-America. For example:

* Life expectancy: in Haiti it's 52 years; in Sub-Saharan Africa it is 46 years, in Ibero-America 71.

* Access to sanitation: available to only 34% of Haitians, 36% of Africans, and 74% of Ibero-Americans.

* Electricity: available to 34% of Haitians, 25% of Africans, and 87% of Ibero-Americans.

* Clean water: 71% of Haitians, 58% of Africans, and 89% of Ibero-Americans.

In many categories, Haiti is worse off than the average for Sub-Saharan Africa. For example:

* Energy consumption: Haiti consumes 251 kg of oil equivalent per capita annually; Sub-Saharan Africa 667; Ibero-America 1,156.

* Cereal yields: In Haiti they are 868 grams per hectare—i.e., less than one kg/ha; Africa is 1,071, and Ibero-America 3,012. Small wonder that Haiti imports about two-thirds of its food, and has rampant, widespread malnutrition.

It is this ongoing process of British-designed genocide, aggravated by the Obama Administration's intentional refusal to provide necessary emergency succor to Haiti to deal with the aftermath of the earthquake, that Lyndon LaRouche has demanded be reversed, immediately—beginning with the removal of Obama from the U.S. Presidency, either by impeachment or resignation.

Haiti Catastrophe Should Have Never Happened; What About When the U.S. Is Hit?

March 2, 2010 (LPAC)—The 64-page report issued Feb. 23 by the five-member advance team sent to Haiti in late January by the U.S. Geological Survey and Earthquake Engineering Research Institute concludes:

"There were no seismographic stations in Haiti during the main earthquake or its largest aftershocks, so it impossible to estimate accurately the intensity of ground motions. Nonetheless, indirect evidence suggests that the earthquake did not produce ground motions sufficient to severely damage well-engineered structures."

In other words, anywhere from 215,000 to 300,000 people died in the Jan. 12 earthquake and its immediate aftermath, because of British imperial looting policy, alone.

And what will happen when the next earthquake hits in United States' already-collapsing infrastructure? The director of the U.S. Geological Survey, Marcia McNutt, is warning that "it's not a matter of if, only of when an event like this strikes the people of the United States.... Earthquakes are not uniformly distributed in time; they cluster," and appear to follow a 50-year cycle of activity, a new cycle of which is believed to have started with the magnitude-9.3 Indian Ocean event in 2004, McNutt reports to USA Today.

Although is far better prepared than abandoned Haiti, McNutt pointed to the danger of aging U.S. infrastructure of bridges and overpasses. "I look at the reports of collapsing bridges and highways in Chile and worry what would happen here."

Spoken Aloud in D.C.: Impeachment!

March 2, 2010 (LPAC)—At the Brookings Institution on Monday, Maryland's Rep. Steny Hoyer, Majority Leader of the House, gave a speech on "Building Momentum for Fiscal Responsibility." It contained the usual fear-mongering about the need to reduce the deficit because of the consequences to be faced by our grandchildren. He spoke on the need to face reality and "confront tough choices. When deficit solutions meet resistance, which they will, and when they are painful, which they will be, it's our job to explain why they are correct—and essential." Hoyer defended Obama and praised his leadership on this issue, and went on to discuss all the great [austerity] work Obama is doing: reining in health-care costs, passing the PAYGO legislation, and creating the fiscal commission.

As promised, Hoyer took questions. LaRouche Youth Movement organizer Shannon Chew got in the first question of three:

"Hi, my name is Shannon. I work for LaRouchePAC. And I just wanted to briefly put my question in context of — [slight disturbance at mention of LaRouche]

Hoyer: "I've got unerring choices." [as in, why did I call on a LaRouchie?!]

Shannon: "—the crisis faced by people outside the Beltway. Unemployment benefits are being cut. State budgets are in major crisis. Medicare is being cut. And people continue to lose their homes and their jobs. And Obama's answer in some of the legislation you just discussed is not to build a modern Civilian Conservation Corps, it's not to return to a National Bank and its policies, but it's to make more cuts, in what you call balancing the budget or reducing the deficit.

"My question is: How much longer do you think the population will tolerate these policies from Obama, and why shouldn't they warrant his immediate impeachment?" [Gasps, laughter]

Hoyer answered by giving a speech in defense of Obama, his stimulus and his bailing out of Wall Street—including his support of TARP. Hoyer acknowledged that things were still bad, but he tried to praise Obama for the progress he's made—cutting job losses to 35,000 average in the last three months, boosting GDP, helping the stock market and so forth.

But still, Hoyer felt the need to address the impeachment issue:

"So my view in response, a relatively long response is, that we have taken very substantial efforts to stabilize and to start growing the economy, and statistically we've done that.... [acknowledges the remaining problems of unemployment, etc.] but, uh, certainly I don't think it is, uh, it is not serious to say that anybody should consider impeaching this President who has shown a great deal of courage and effectiveness in confronting a dire situation, and he's taken a lot of heat for that. But I think he will continue to keep focused on growing the economy and growing jobs. We've seen the success. We've seen progress..."

London's Dope, Inc. and Haiti

March 2, 2010 (LPAC)— One of the frequent lies one hears from the British genocidalists and their U.S. followers, is that the Haitian government is so corrupt that international aid cannot be channeled through them, and instead has to be given directly to "non-corrupt" NGOs—such as those run by the world's leading drug-runner George Soros, or those run by Bill Gates, who is an ardent advocate of Malthusian genocide.

But the real corruption in Haiti is that of the British Empire's own Dope, Inc. apparatus, which has come to dominate entire areas of the deliberately devastated Haitian economy, and has penetrated its political class. In a country with 50% official unemployment—and real unemployment likely 60-70%—what do you expect?

The State Department's 2009 International Narcotics Control Strategy Report (INCSR) says that "Haiti remains a major transit country for cocaine and marijuana from South America and the Caribbean, respectively." Small aircraft do offshore drops to waiting boats, as well as land on at least 29 clandestine air strips, especially in the south of the country. "Suspect drug flights from Venezuela increased at least 15% in 2008 following on the 38% increase officially recorded in 2007. However, the actual rate of increase may be much higher." Go-fast boats are also used to offload drugs to waiting Haitian fishing boats or cargo ships, which take it to the U.S. and, to a lesser degree, Europe.

A June 8, 2007 meeting at the USIP on the Haiti drug problem, gave some useful specifics. While 90% of cocaine entering the U.S. does through Mexico and Central America, the remaining 10% goes through the Caribbean. There has been "sharply increased cocaine shipments from Venezuela through Haiti and the Dominican Republic on the island of Hispaniola. U.S. government agencies estimate that 83 metric tons or about 8% of the cocaine entering the U.S. in 2006 transited either Haiti or the Dominican Republic." And recently there has been a shift away from the Dominican Republic towards Haiti.

Obama Plunges U.S.A. Toward Third World Hell

March 1, 2010 (LPAC)—By preventing its minions in the U.S. Senate from passing legislation unanimously approved by the House to just temporarily extend critical general welfare programs for the people of the country, the malthusian Obama regime is setting in motion an accelerated push toward Third World conditions in the U.S., starting March 1.

On Feb. 25, the House of Representatives passed H.R. 4691, The Temporary Extension Act of 2010, and sent it to the Senate. That the Senate has not passed it, nor the President signed it, means these programs will be terminated—with predictable as well as unforeseen consequences. The bill would have extended the following programs, according to the office of House Ways and Means Chairman Charles Rangel.

* Extension of Unemployment Programs—Extends Federal Unemployment Programs, including the Emergency Unemployment Compensation Program, through April 05, 2010.

* Extension of COBRA Assistance—Extends eligibility for 65% subsidy for COBRA premiums through end of March 2010 and includes technical improvements. This program allows laid-off workers to temporarily stay on their former employers' medical insurance program.

* Extension of Medicare Physician Update—Extends current Medicare payment rates for physicians (preventing a 21.2% payment reduction) through end of March 2010.

* Extension of Medicare Therapy Caps Exceptions—Extends exceptions process for beneficiary payment limits on outpatient therapy services through end of March 2010.

* Extension of Poverty Guidelines—Extends current provision maintaining 2009 poverty guidelines through end of March 2010.

* Extension of Surface Transportation Programs—Extends Surface Transportation Programs and related authority to make expenditures from the highway trust fund through March 28, 2010.

* Extension of National Flood Insurance Program—Extends provision through March 28, 2010.

* Extension of Small Business Loan Grantee Program—Extends program through March 28, 2010, and appropriates an additional $60 million for the program.

Get the Message out Loud and Clear: We're on the Verge of the Ides of March, 2010

March 1, 2010 (LPAC)— The message which is now circulating behind closed doors, has to be brought loudly out into the street. The bankrupt British Empire is doomed, but it is determined to use its key assets, like President Barack Obama, to destroy the potential for bringing into being the alternative LaRouche has put forward. Thus, Obama has been ordered to carry out the full British genocide program—as we see in the Haiti disaster, the cuts in health care, and the attempted destruction of NASA. And he's bulling ahead.

But, as we discover when we organize effectively, the U.S. population is not disposed to roll over, and capitulate. People sense that, if nothing is done, the United States will not survive. Obama's setting himself up for certain failure. The only question, is whether we can successfully organize the leadership of the United States, both within the mass strike ferment and the circles of the institution of the Presidency, to rally behind the only workable alternative, the LaRouche Plan. Obama Says No to Emergency Evacuation of Haitians; Impeachment Is the Answer

February 25, 2010 (LPAC)—Reliable sources have informed LaRouchePAC that institutional leaders within the U.S. Presidency, and "old hands" on Haiti, all concur that the Army Corps of Engineers should undertake an immediate, emergency evacuation of about one million Haitians from the squalor of Port-au-Prince, to elevated areas of Haiti before the rainy season arrives in April— rather than an evacuation of Haitians to the U.S. These experts warn of an explosion of diseases such as TB, diarrhea, and malaria in the capital, as the "second phase" of the earthquake, which could be as deadly as the first, or worse.

When this "Army Corps of Engineers" approach for rapid evacuation of the Haitians before the rainy season was presented to Barack Obama, he responded with a very firm "No," said the sources.

This calls for the immediate impeachment of Obama.

Obama vetoed saving the lives of a million Haitians because he thinks it would be seen as a second Jimmy Carter "Haitian boatlift,"—i.e., bad public relations. The Obama White House, currently entirely oriented to poll numbers, press, and perceptions, absolutely ruled out an evacuation, because they could care less about the death of hundreds of thousands of Haitians.

American statesman Lyndon LaRouche said, "You must change the Presidency and get rid of Obama. Civilization is at stake. Sometimes you must make a decision, rather than just select from offered choices."

- Moving in the wrong direction -

There are indications on the ground that some forces are already pulling out of Haiti.

The Wall Street Journal reports that some medical teams are leaving Haiti this week, while between 25-30% of post-earthquake surgeries (thousands) need to be redone, because they were done hastily, and under unsanitary conditions immediately after the hurricane. Today, the U.S. is pulling its crew out of a field hospital next to HIV/AIDS center Gheskio; it was thought that the U.S. team would stay until mid-March. The medical ship USNC Comfort is phasing out patients. It has 50 patients, and is taking no more. The Canadian ship HMCS Halifax and its crew, deployed for humanitarian efforts, left Feb. 20. Canadian forces pulled out Feb. 24.

The Public Affairs Office of the Southern Command confirmed to EIR that it is preparing to redeploy 400 members of the 82nd Airborne Brigade, but says the redeployment is "not time-based," but will be determined by evaluations that other forces can assume the responsiblities.

In a call with a British source, when genocidalist Paul Collier's ravings that Haiti should be kept in a backward death spiral were brought up, the source said, "It looks like the Brits see the earthquake as a chance to make the Haitians slaves again." Haiti was the first nation to free itself from black slavery.
