Obama Doesn't Give a Damn

The just-established U.S. National Oceans Council, reportedly to be headed by Anti-Science Director John Holden and the Council on Environmental Quality's Nancy Sutley, is only one flank of the Obama team's intended imposition of the WWF's policies of eliminating human life, and the biosphere, itself, through control of water policy.

(It is ironic to read these lectures on the priority of protecting, restoring and/or improving environmental conditions, species diversity and water quality, from the very institutions protecting the kill-off of life in the Gulf of Mexico.)

On December 3, 2009, the White House Council on Environmental Quality (CEQ) released its proposal for rewriting the already rotten, environmentally-dictated "Principles and Guidelines" used for water resource planning in the U.S.

If adopted, they "would significantly change the principles and guidelines that govern America's water resource planning," the CEQ wrote. "Federal water planning has been guided by a process that has remained largely unchanged for over twenty-five years. The first set of Principles and Standards was issued in September 1973 to guide the preparation of river basin plans and to evaluate federal water projects. Following a few attempts to revise those initial standards, the current principles and guidelines went into effect in March 1983," the CEQ explained.

The White House's proposed "National Objectives, Principles and Standards for Water and Related Resources Implementation Studies," produced after a year-long "discussion process," was sent to the National Academy of Sciences to review, which review is to be completed by November 2010.

Compare the White House's proposed policies, even as packaged for public consumption, with the WWF's policy of cutting off human use of water (c.f. WWF's campaign pages "Global Freshwater Programme" and its "Reducing the Impact of Humanity's Water Footprint" [sic] and "Dams Initiative" within that), and it's clear where the Obama policies come from.

The revised "Principles and Guidelines" for water policy would mandate that federal water resources planning and development across all agencies, make "protection" of the environment "co-equal" to economic development criteria. Even the 1983 standards in effect today, still emphasize economic development, alone, as the criteria for water policy, they complain.

"Non-monetary benefits," such as "increased fish and wildlife benefits, or biodiversity," must be considered, in making water resource decisions.

What they seek, is to clear vast floodplains of human activity, in the name of "avoiding the unwise use of floodplains." (Goodbye Iowa!) In the name of the same fraudulent "sound science" which brought us the climate-change hoax, "non-structural approaches that can solve flooding problems," are to be favored. Translated: Damm dams! Blow them up! Let those rivers rampage where they will! (CEQ: "For the first time such evaluations must give full and equal consideration to nonstructural approaches that can solve the flooding problem without adversely impacting floodplain functions.")

A year ago this July, the New York Times (and others) posted a draft Executive Order on Floodplain Management, under preparation by the Obama White House. From what I have seen so far, it has not been issued as an actual Executive Order yet, but the intent is clear. Federal agencies would be ordered to "protect and RESTORE the natural resources and functions of floodplains;" "avoid the short and long term adverse effects of occupying and modifying floodplains," and "avoid direct or indirect Federal support to development in, or adversely affecting a floodplain, whenever there is a practicable alternative."

Relocation is included among "non-structural measures" to be favored.
