Obama Doesn't Give a Damn

The just-established U.S. National Oceans Council, reportedly to be headed by Anti-Science Director John Holden and the Council on Environmental Quality's Nancy Sutley, is only one flank of the Obama team's intended imposition of the WWF's policies of eliminating human life, and the biosphere, itself, through control of water policy.

(It is ironic to read these lectures on the priority of protecting, restoring and/or improving environmental conditions, species diversity and water quality, from the very institutions protecting the kill-off of life in the Gulf of Mexico.)

On December 3, 2009, the White House Council on Environmental Quality (CEQ) released its proposal for rewriting the already rotten, environmentally-dictated "Principles and Guidelines" used for water resource planning in the U.S.

If adopted, they "would significantly change the principles and guidelines that govern America's water resource planning," the CEQ wrote. "Federal water planning has been guided by a process that has remained largely unchanged for over twenty-five years. The first set of Principles and Standards was issued in September 1973 to guide the preparation of river basin plans and to evaluate federal water projects. Following a few attempts to revise those initial standards, the current principles and guidelines went into effect in March 1983," the CEQ explained.

The White House's proposed "National Objectives, Principles and Standards for Water and Related Resources Implementation Studies," produced after a year-long "discussion process," was sent to the National Academy of Sciences to review, which review is to be completed by November 2010.

Compare the White House's proposed policies, even as packaged for public consumption, with the WWF's policy of cutting off human use of water (c.f. WWF's campaign pages "Global Freshwater Programme" and its "Reducing the Impact of Humanity's Water Footprint" [sic] and "Dams Initiative" within that), and it's clear where the Obama policies come from.

The revised "Principles and Guidelines" for water policy would mandate that federal water resources planning and development across all agencies, make "protection" of the environment "co-equal" to economic development criteria. Even the 1983 standards in effect today, still emphasize economic development, alone, as the criteria for water policy, they complain.

"Non-monetary benefits," such as "increased fish and wildlife benefits, or biodiversity," must be considered, in making water resource decisions.

What they seek, is to clear vast floodplains of human activity, in the name of "avoiding the unwise use of floodplains." (Goodbye Iowa!) In the name of the same fraudulent "sound science" which brought us the climate-change hoax, "non-structural approaches that can solve flooding problems," are to be favored. Translated: Damm dams! Blow them up! Let those rivers rampage where they will! (CEQ: "For the first time such evaluations must give full and equal consideration to nonstructural approaches that can solve the flooding problem without adversely impacting floodplain functions.")

A year ago this July, the New York Times (and others) posted a draft Executive Order on Floodplain Management, under preparation by the Obama White House. From what I have seen so far, it has not been issued as an actual Executive Order yet, but the intent is clear. Federal agencies would be ordered to "protect and RESTORE the natural resources and functions of floodplains;" "avoid the short and long term adverse effects of occupying and modifying floodplains," and "avoid direct or indirect Federal support to development in, or adversely affecting a floodplain, whenever there is a practicable alternative."

Relocation is included among "non-structural measures" to be favored.

Continuing Wipeout of Cities' Services; Only Glass-Steagall Will Save Them

The collapse of America's states, counties and cities is plunging the country into a Dark Age. As the cause is national and international, the only solutions begin on a national level, with Glass-Steagall. Looking for local causes is insane, but it is happening nevertheless. The latest example of this is New Orleans Mayor Mitch Landrieu, who announced, Friday, that all city workers, including firefighters and police officers, will be required to take 11 furlough days each by the end of the year in order to make a small dent in the city's $67 million budget shortfall. Even worse, he blamed the city's fiscal crisis on the previous administration of Mayor Ray Nagin, as if New Orleans were the only city in crisis. "We are living in tough times ... because other folks made bad decisions and we have to correct all of those things," he said.

The pattern of life-threatening shutdowns is intensifying across the country:

Palatka, Fla. - A cut of $280,000 from the police department budget means the cutting of crime prevention programs and no overtime at a time when the department is already stretched by a rising crime rate and earlier rounds of budget cuts. The police chief warned that response times are already delayed and will be more delayed because of the latest round of cuts. The situation is aggravated by the fact that the county jail has released 200 inmates since last October because of overcrowding and state budget cuts.

Long Beach, Calif. - The city manager proposed a budget with $7.2 million in cuts, Friday, that, among other things, eliminates 130 positions, including the privatization of 51 crossing guard jobs. The budget plan depends on the city unions' forgoing planned pay raises, which if they don't agree to, will entail even more draconian measures, including rotating brownouts (rotating shutdowns) of fire stations and laying off 49 police officers.

Vallejo, Calif. - The mayor of the town of American Canyon is inviting officials from neighboring communities to meet to discuss coordinating better on public safety. His main worry is the reduction of public safety in Vallejo, which has cut its police department from 150 to 95 officers in the last four years and closed 4 of 8 fire stations in the last two.

San Diego, Calif. - Some are talking about reducing fire truck crews from 4 men to 3 in the aftermath of the choking death of a 2-year-old child, this week, the idea being to keep more fire stations open, but with reduced crews. The fire chief, however, says this doesn't make sense when the city already doesn't meet national standards and needs to build 22 more fire stations.

Galveston, Tex. - The city manager is expected to present a budget on Aug. 12 that reduces police and fire department staffing. He has been arguing that both departments are overstaffed because the city has lost population since Hurricane Ike in 2008 and calls to both departments have declined by 20% since then. The police have no say in their staffing, but the fire union has three clauses mandating the amount of staffing per truck and per shift.

Tyler, Tex. - Even volunteer fire departments are being asked to look at reducing their budgets. The emergency service board met with 4 volunteer departments this week to look at where they can cut their budgets. One chief said that if they have a good year and don't break any trucks, his department will get by, but if not, they might be in trouble.

Minneapolis, Minn. - On Friday the city council voted to authorize $25,000 early retirement incentives to try to entice senior firefighters and police to retire early in order to avoid laying off younger officers. The mayor responded by saying that his budget proposal will still include layoffs despite the incentives. The fire department is already running 3-man truck crews and the police department laid off 10 officers earlier this year, and the head of the police union said laying off 10 more will mean longer response times.

Lincoln, Neb. - One city councilman suggested that the city supplement ambulances with Suburban SUVs loaded up with fire extinguishers to fight fires (!). He claimed this would save money on firefighter salaries, and stop sending firetrucks on medical emergencies.

Civil Rights Historian: Obama Has "Lost It" on Civil Liberties

Speaking of President Obama's firing of civil rights leader Shirley Sherrod, civil rights historian Clayborne Carson said: "This is a symbol of something much larger: On civil liberties issues, he's just lost it. Nobody should ever be dismissed from a position for something they're saying on Fox [TV]. As a matter of principle, you don't fire someone without some kind of internal due process and investigation. But this is an administration that can order the assassination of an American citizen. It's disappointing, to say the least."

Carson, who is historian of the Student Nonviolent Coordinating Committee (SNCC), and the director of the MLK Research and Education Institute at Stanford, was quoted in a Salon article on Shirley Sherrod and her husband Charles. Charles Sherrod is a legendary—and still highly-respected—civil rights leader in southwest Georgia, who was a founder of SNCC and its first field secretary. Significantly, in today's context, Sherrod welcomed white volunteers into the civil rights movement when many in SNCC opposed it, a dispute which eventually led to breakup of SNCC and the emergence of the "black power" grouping around Stokely Carmichael.

All of this would have been known to anyone looking at Shirley Sherrod's background—but clearly, the White House did no such thing. Although Obama has tried to blame Agricultural Secretary Tom Vilsack for Shirley Sherrod's firing, CNN reported on Tuesday that Obama was fully briefed and supported Vilsack's action. As the Huffington Post put it in a banner headline today: "The buck stops ... somewhere else."

Informed sources have told EIR that it was White House chief of staff Rahm Emanuel who told Vilsack to fire Sherrod. Consistent with this report, the Huffington Post reports that "One of Rahm Emanuel's assistants, Jim Messina, even praised the Department of Agriculture for dispatching with Ms. Sherrod quickly, as if it were a sign of smart media management, instead of total cowardice in the face of an unsubstantiated rumor perpetrated by an untrustworthy source."

British Expose Themselves; Time to Dump Obama Is Now!

We have received the report below from a leading member of British Prime Minister David Cameron's delegation to Washington. When you read this latest piece of British perfidy, it will be immediately clear that all serious American patriots must act, immediately, to force the removal of President Barack Obama from office. The British policy is to sink the United States, and Obama is fully sympathetic to that British objective. Therefore, we have to get Obama out of office now.

In a candid presentation to a group of Americans on Tuesday night, the Cameron spokesman delivered a blunt message: The Anglo-American special relationship is over, the United States is going down, and Britain is making plans for a post-U.S.A. world. The new British relationships will be anchored in Brazil and India, with the prospect that the Commonwealth headquarters may itself be moved to India. Britain will impose harsh austerity, including a significant scaleback in military operations around the globe, but will launch a Hamiltonian policy shift. Like Turkey, Britain will distance itself from continental Europe.

The operating concept behind his stark message from London is that the British puppet Obama has so destroyed the United States, culminating a more than 40-year process, that the British are now flaunting their own endgame — the end of the United States as we know it.

Cameron Brings Communitarian Fascism to Obama

Once again, as during the two Harold Wilson governments of 1964-70 and 1974-76, Britain is again burning down its own house for the purpose of providing an example to be imitated by its neighbors. Then, it was Wilson's Schumpeterian "creative destruction" of the British economy, which was designed to be imitated here, as it was, first by Richard Nixon, and then much more disastrously, by the Trilateral-controlled Jimmy Carter. Now, it is the communitarian fascism, also called "distributism," of the early 20th-Century Englishmen G.K. Chesterton and Hilaire Belloc, mothered into Prime Minister Cameron's new Tory government by the imperial Fabian Society, by way of young talking head Phillip Blond.

Her Majesty's government has just launched its plan for implementing 'Fascism with a Democratic Face' throughout Great Britain. But beware: it is also coming to the United States. British Prime Minister David Cameron announced this as his "Big Society" policy at a conference in Liverpool, where he declared, "The Big Society is about liberation — the biggest, most dramatic redistribution of power from elites in Whitehall to the man in the street." Behind this rhetoric Cameron outlined a plan for local control, on the communitarian fascist model, of local services which have hitherto been controlled by local, city and national governments, including schools, fire departments, transportation, museums, etc.

While Cameron denied that his plan was aimed at cutting services, few believe him. Dave Prentis, the General Secretary of Unison, which represents public sector workers, told the Guardian, "Make no mistake, this plan is all about saving money, and it will cost even more jobs and lead to more service cuts. The government is simply washing its hands of providing decent public services and using volunteers as a cut price alternative."

Cameron said he has chosen four communities as "vanguard" areas, all of which are communities within larger urban centers. They include the Eden Valley in Cumbria, the London borough of Sutton and Cheam, the Berkshire council of Windsor and Maidenhead, and the city of Liverpool. Except for the last, most of these communities are relatively affluent, and already Sutton and Cheam is bidding to take over the local Fire Department, which is part of the London Fire Department. The Big Society program is to be financed by the Big Society Bank, which will be funded by stealing bank accounts that have been dormant for over 15 years.

All this stems from the fertile mouth of Phillip Blond, who was picked up by the imperial Fabian Society's "Demos" think-tank in about 2008, from Cumbria University where he was a theology lecturer. The Fabians detailed Blond to cook up an ideology for an incoming Conservative (Tory) government in their "Progressive Conservatism Project." In just the same way, it was through Demos that the Fabians had earlier concocted the synthetic belief-structure for Tony Blair's "New Labor." After his transformation from an obscure lecturer, the Fabian Society's New Statesman magazine heralded Blond as "the Conservatives' philosopher-king." More recently, as the Tories came to power, Blond split from Demos and formed his own think-tank ResPublica.

To quote the April 24, 2009, EIR article, "What is Their Secret?":

What is the future to which Blond and the Fabians would bring us through the brainwashed Tories? It is a return to the bliss of the Dark Ages, before it was destroyed by the Renaissance and the modern nation-state, represented by "secular monarchs. From the 14th Century on, they asserted their power and corrupted a pre-existing highly plural and reciprocal community with demands for top-down allegiance, authority and control," Blond wrote in a widely published September 2008 article, "Medieval Thinking," "Updating and recovering this earlier medieval model for the modern age is of course the task." Of course.

We will all become property-owners, Blond promises, as joint owners of community investment trusts, which will create local cooperatives and "indeed guilds, around which people can invest." Britain should hand its local post offices over to these local trusts, Blond writes. It seems the nation-state will wither away, as for Karl Marx. Will the local witch-doctor replace the National Health Service? Blond never quite gets to the answer.

All this medieval mummery is part of the ideology of especially Mussolini's Fascist movement, as is well-known to the historically literate. But it doesn't come from Mussolini. Blond openly declares that his models are John Ruskin and the British "Catholic" fascists G.K. Chesterton and Hilaire Belloc,—for which, indeed, Blond has been sharply criticized by some in Britain. The so-called Catholics, Chesterton and Belloc, were indeed Mussolini supporters and fervent anti-Semites. But they were not imitators of Mussolini, as Lyndon LaRouche has pointed out. Rather, Mussolini's British sponsors fashioned him in imitation of the British Fabian-Society authors of fascism, such as Chesterton and Belloc. And Phillip Blond.

And what of that recently born-again Catholic Tony Blair?

Did Tony Blair Engineer BP Oil-for-Terrorist Scam?

In the coming days, the U.S. Senate Foreign Relations Committee, chaired by Sen. John Kerry (D-Mass.), will hold hearing on the recent British Petroleum $1 billion oil deal with Libya, to determine whether there was a secret agreement between the Brits and Muammar Qaddafi, to free the convicted Lockerbie bomber, Abdelbaset al-Megrahi, as a precondition for the lucrative oil development contract. According to news accounts in The Independent and the Daily Mail, the broker for this oil-for-terrorist scheme was none other than former British Prime Minister Tony Blair. Blair has been "consulting" for a number of British companies seeking business in Libya, and news reports from Britain indicate that Blair had secretly flown to Tripoli to meet personally with Qaddafi, to nail down the arrangement. Al-Megrahi was released from Scottish prison on "humanitarian" grounds, based on claims that he was dying. But, since his return to Libya, he has reportedly undergone a miraculous recovery—and BP signed the lucrative oil exploration deal with Libya. Secretary of State Hillary Clinton raised the issue of the BP-Libya deal, and the links to the al-Megrahi release in a phone conversation Friday with her British counterpart, William Hague. Al-Megrahi was sentenced to life in prison for his role in the Lockerbie bombing of Pan Am 103 in 1988, but he was freed to return to Libya last August, despite strong protests from the U.S. Both Hague and British Prime Minister David Cameron, who comes to Washington this week to meet with President Obama, called the early release of al-Megrahi "a mistake," but the July 29 Senate hearings will probe the darker implications, and the personal role of Tony Blair, in yet one more typically sleazy deal, like the BAE "Al Yamamah" arrangements—this time involving BP.

Obama Must Go!

With every passing hour and day, more and more evidence is accumulating, that President Obama has gone over the edge, and is living out a Hitler-in-the-bunker end-game. The question is whether enough Americans, including leading institutional circles, will come to their senses and recognize that the very fate of the nation hangs on Obama's safe and Constitutional removal from office—before Labor Day or soon thereafter. The essence of LaRouche's latest forecast is that the United States will not survive the period between now and late September unless Obama is removed from power in this interval. The latest Basement project is aimed at providing the organic leadership of the mass strike, as well as leading institutional circles, with the unavoidable evidence that the entire global financial system is doomed—in the immediate days and weeks ahead—and that a change in policy here in the United States is impossible until Obama is out of office.

Nobody else will speak the truth about Obama's insanity, even though behind the scenes, in the corridors of power, Obama's madness and the accuracy of the LaRouche July-September forecast is not in dispute. There are more and more reports of these discussions, including the fact that LaRouche's name is being more and more frequently invoked, in high-level deliberations about the immediacy of the collapse, and the needed remedies. Obama is being described as "disconnected" from reality and obsessed with his 2012 reelection. The statement by Robert Gibbs last week—that the Democrats are going to suffer a humiliating loss of the House and maybe the Senate as well—was, ironically, totally accurate. But it convinced the Democratic Party machine apparatus—Pelosi, Reid, the Democratic National Committee (DNC) gang—that Obama's reelection strategy is to have the Democrats lose, big, and then attack the Republicans for obstructing the rest of his legislative agenda. As Lyn observed, this is total madness, but this is what you are getting from Obama. Obama's behavior is accelerating the disintegration of the entire Democratic Party hierarchy! That is one of the delicious ironies of this situation. The wiseguys at DNC headquarters, and in the Congress—like Tom Daschle, Nancy Pelosi, Harry Reid—who made a Devil's pact with the Chicago gang to block Hillary Clinton from winning the Democratic Party presidential nomination and the presidency, are now being forced to confront their own treachery. But these gutless wonders, in LaRouche's estimate, will do nothing to get out of the crisis of their own doing. They won't move against Obama until the pitchforks of the American people hit them in the rear.

The truth is: Obama is incapable of handling the reality that the entire U.S. economy is wiped out, the global financial system is doomed, and the Afghan war, that he now truly "owns," is unwinnable. Look—as one senior intelligence contact pointed out—at how Obama reacted to the BP oil spill in the Gulf. He was briefed, in depth, within days of the explosion, about the magnitude of the spill, and the required emergency measures. He rejected them, and went into a state of dissociation, waiting weeks, and now months, to take action. This is the sign of a man completely disconnected from reality.

And what's more, we are getting more and more qualified reports that Obama is seriously contemplating military action against Iran—not because Iran is anywhere near having a nuclear bomb, but because it might boost his 2012 reelection prospects, by silencing his right-wing critics.

Such an attack on Iran, at British instigation, would be akin to the Japanese attack on Pearl Harbor. The attack was on the military drawing boards from the mid-1920s, at the time that Japan and Britain were in an alliance against the United States, as evidenced by the naval disarmament treaty, among other actions. The U.S. military command knew, perfectly well, of the Anglo-Japanese war plan to launch a sneak attack against Pearl Harbor, and U.S. military planners had developed War Plan Red and War Plan Orange, to defeat the efforts. After Nazi Germany overran France, with the complicity of French pro-Hitler fascists, Churchill switched sides, and desperately allied with his avowed enemy, the United States of Franklin Roosevelt, to defeat the Axis Powers that Britain had sponsored. Japan went ahead, desperately, with the Pearl Harbor attack, despite the British betrayal, knowing it would succeed in the shortrun, but would lead to Imperial Japan's ultimate defeat and doom. Think about Obama's reported contemplation of an attack on Iran at this time, in the same context. That is Lyn's assessment.

Obama is preparing to go ahead with Schachtian murderous austerity, via the Simpson-Bowles austerity commission, as prescribed by the June IMF survey team report on the United States. This is precisely the British agenda of radical Malthusian population reduction. His just-announced AIDS policy, as reported in yesterday's briefing, is pure genocide, reminiscent of Bertrand Russell's infamous 1953 wish that a Black Death could be created once every generation, to solve the "population problem." His aggressive assault on NASA is an attack on the very essence of America's scientific achievements. At the same time that he is tearing down what little is left of the real American economy, Obama is prepared to continue with the insane Afghan war effort, and open a third war-front against Iran, even as American troops remain in Iraq.
