Democratic Leaders Agree Social Security Is Next To Go

March 27, 2010 (LPAC) — The politically motivated release of a report by the "non-partisan Congressional Budget Office" is allowing the Obamacare minions to take aim openly at cutting Social Security next.

It has been clear since President Obama created the "independent budget commission," that its directors, former Senator Alan Simpson and Erskine Bowles, had Social Security cuts in their sights. Now Obama, manic over his Obamacare fascist "momentum," has confirmed to press questions that Social Security is "on the table" for cuts and so-called reform; and House Majority Leader Rep. Steny Hoyer (D-MD) has gone further. Hoyer told The Hill that he hopes the commission and Congress can "reform" Social Security before the end of this year; and that he has two proposals for doing that.

Hoyer's proposals (no doubt reflecting Obama/Peter Orszag intentions and those of the Pelosi Democratic House leadership) are to raise the age of retirement again [to 68?], and to lower benefits by pegging benefits inversely to income — the lower your income, the more your benefits are raised. This is a procedure FDR specifically and emphatically rejected as "welfare, not Social Security". Republican leader Rep. Paul Ryan (R-Wis.) announced that he agrees with Hoyer on both proposals, and said, "I have a lot of respect for Steny. I think he's serious about this." Ryan also wants to privatize Social Security, Pinochet-style.

The "trigger" for beginning this push to cut Social Security, was the CBO's issuance of a report that the Social Security Trust Fund would suffer a revenue deficit this year. The CBO, Orszag's former agency, has no business issuing such reports — they are the statutory responsibility of the Social Security Administration Trustees — and has not done so before. Moreover, Social Security may run a (very small) deficit this year for the same reason everything else is running (very large) deficits — financial crash, economic collapse, mass unemployment. Anyone who calls this an "accelerating trend" is either a fool, or, like the Obama Administration, refuses to create large-scale public infrastructure employment to restore the wage-base of the economy.

Obama's Fascist IMAB will kill!

March 24, 2010 (LPAC)—While President Obama and House Speaker Nancy Pelosi euphorically proclaimed that the health care bill which Obama just signed into law "is what makes us the United States of America" and "honors the vows of our founders who in the Declaration of Independence talked about life, liberty, and the pursuit of happiness," the centerpiece of the legislation, the so-called Independent Medicare Advisory Board (IMAB), as Lyndon LaRouche has stated from the beginning, is modeled on Hitler's Tiergarten-4 genocide panel, and unless repealed, will mean the early death of countless Americans. Contrast Obama and Pelosi's lies with the Senate Healthcare Bill, now passed by the House and signed into law by President Obama.

In Section 3403, the bill creates an Independent Medicare Advisory Board which is directed to make recommendations the purpose of which is to "reduce the per capita rate of growth in Medicare spending." Specifically the bill says that "implementation of the recommendations ... would not be expected to result, over the 10-year period starting with the implementation year, in any increase in the total amount of net Medicare program spending relative to the total amount of net Medicare program spending that would have occurred absent such implementation."

The bill also "empowers the Secretary of Health and Human Services to impose "efficiency measures." While there are limits on the use of comparative effectiveness research to justify denial of treatment based on quality of life criteria, the quality and efficiency measures are not made subject to these critically important anti-discrimination protections. Specifically, the Board's proposals shall include recommendations that "improve the health care delivery system and health outcomes, including by promoting ... quality and efficiency improvement... and protect and improve Medicare beneficiaries' access to evidence-based items and services."

Starting in 2014, the Board is to make recommendations to ensure that the growth rate of expenditures does not exceed a stipulated level.

For 2015, unless Medicare spending is projected to come in at or below a "target" set at the midway point between medical inflation and the average inflation rate for all goods and services (the "Consumer Price Index-Urban"), the Board is to specify how to cut Medicare payments by either the difference from the target or half a percent, whichever is less.

For 2016, the Board is to specify how to cut Medicare by the lesser of the difference from the target for that year or 1 percent, and for 2017 by the lesser of the difference from the target for that year or 1.25 percent.

For 2018 and subsequent years, the target shifts to the growth in the nominal Gross Domestic Product (GDP) per capita plus 1.0 percentage point, and the Board must specify how to cut Medicare payments by the lesser of the difference from that target and 1.5 percent.

Each year, the Secretary of Health and Human Services must implement the Board's directives unless Congress, within a given deadline, legislates an alternative set of restrictions to accomplish the same result. However, Congress could not reduce the net of the targeted cuts unless three-fifths of both chambers voted to do so. The bill goes so far as to forbid a future Congress from repealing these provisions, except for a one-time opportunity to terminate it in 2017! The latter would require a joint resolution to be introduced no late than Feb. 1 of 2017 and enacted no later than Aug. 15, 2017. But if the board is terminated, it does not go into effect until August 16, 2018.

- How is the Board to bring about these Medicare reductions? -

Nominally, the bill instructs the Board not "to ration health care, raise revenues or Medicare beneficiary premiums ..., increase Medicare beneficiary cost-sharing ..., or otherwise restrict benefits or modify eligibility criteria." Predominately, the reductions will have to come in reimbursement rates for health care providers. This, according to the Robert Powell Center for Medical Ethics, is likely to have either/or, more likely, both of two rationing effects.

First, an increasing number of Medicare providers, being paid further and further below their costs of providing care, would stop accepting new Medicare patients.

Second, the Board could change the way reimbursement rates are structured, away from a fee-for-service model toward a "capitated" model, for example, under which practitioners are paid a set annual amount per patient, or toward an "episode" model somewhat similar to the DRG payment system for hospitals, under which a set amount is paid per illness or injury. In either of these cases, the physician or other health care provider would have a strong financial incentive to limit treatment, especially if it is costly. So, in compliance with the statute, the Board itself would not be "rationing" treatment—instead, it would be compelling health care providers to do so.

Section 10304 empowers the Secretary of Health and Human Services to impose "efficiency measures," in addition to the "quality measures" on health care providers. These measures are to be incorporated "in workforce programs, training curricula, and any other means of dissemination determined appropriate by the Secretary." They are to be used in the calculation of value-based purchasing from hospitals, and renal dialysis services must abide by them or be penalized. Health care providers, including hospices, ambulatory surgical centers, rehabilitation facilities, home health agencies, physicians and hospitals must provide reports, generally made publicly available, based on these measures.

Consequently, they exercise considerable influence on how health care providers practice medicine, and consequently on what treatment patients do—and do not—receive. In the medical and bioethical literature, quality and efficiency measures are often based on "quality of life" standards that discriminate on the basis of age and disability. Accordingly, during the period when the group of six Senators were negotiating in an attempt to achieve a bipartisan health care bill, agreement was reached to make anti-discrimination language applicable to the results of comparative effectiveness research.

However, the quality and efficiency measures are NOT made subject to the same limits on employment of quality of life criteria that are applied to the use of comparative effectiveness research. Consequently, the Secretary is free to formulate such measures in a way that has the effect of rationing treatment on the basis of disability, age, or other "quality of life" criteria.

NerObama and Pelosi Euphorically Lie

March 24, 2010 (LPAC)—As Lyndon LaRouche warned yesterday, Obama has "reached a virtually uncontrollable pathological state of euphoria" and "Speaker Nancy Pelosi is in a publicly manifest state of euphoric silliness," which "forwarns us to expect a political carnage of the last days of the Emperor Nero in depraved ancient Rome."

In the case of Pelosi, her euphoric silliness was clearly seen both in her remarks on Monday afternoon and during an interview with Diane Sawyer. On Monday afternoon Pelosi had the audacity to claim that in passing Obama's deathcare bill, which includes the Hitlerian Tiergarten-4 Independent Medicare Advisory Board (IMAB), "we made history. We honored the vows of our founders who in the Declaration of Independence talked about life, liberty, and the pursuit of happiness. We believe the legislation that we have gives all people in our country the liberty to have healthier lives, the liberty to pursue their passions, their talents, and to have happiness." For Pelosi death by rationing and euthanasia (a happy death) are apparently inalienable rights.

When asked by Diane Sawyer, "Most powerful woman in American history?" as stated by the Economist or "most powerful woman in 100 years" according to a Brown University professor, Pelosi, who has an 11% favorability rating with the American population, responded: "That sounds good. I don't take it personally, except I take it as a compliment for all women."

NerObama, on the other hand, was not to be outdone. At the signing of the fascist health bill, which includes the Hitlerian IMAB at his personal insistence, Obama euphorically lied that imposing fascism in violation of the principle of "government by the consent of the governed" in behalf of the British Empire is what makes us America: "Our presence here today is remarkable and improbable. With all the punditry, all of the lobbying, all the game playing that passes for governing in Washington, it's been easy at times to doubt our ability to do such a big thing, such a complicated thing, to wonder if there are limits to what we as a people can still achieve. It's easy to succumb to the sense of cynicism about what's possible in this country. But today we are affirming that essential truth, a truth every generation is called to rediscover for itself: that we are not a nation that scales back its aspirations, we are not a nation that falls prey to doubt or mistrust. We don't fall prey to fear. We are not a nation that does what's easy. That's not who we are. That's not how we got here. We are a nation that faces its challenges and accepts its responsibilities. We are a nation that does what is hard, what is necessary, what is right. Here in this country, we shape our own destiny. That is what we do. That is who we are. That is what makes us the United States of America. And we have now just enshrined, as soon as I sign this bill, the core principle that everybody should have some basic security when it comes to their health care. And it is an extraordinary achievement."

As Vice President Biden eloquently said to Obama just after introducing NerObama: "It's a f...ing big deal."

Obama is "The Emergence of Elective Dictatorship in America"

March 23, 2010 (LPAC) — The British have again demonstrated that they understand the reality that Obama, the fascist, is quickly going down. In an article in the London Daily Telegraph, Toby Young describes President Obama as more of a British-style Prime Minister than a President. Under the American system of checks and balances, the Executive is made independent of the Congress, making the U.S. less vulnerable to dictatorial excesses. However, writes Young, as the health vote shows, Obama has become "the most partisan President in living memory. In this respect, Obama has had to conduct himself more like a British Prime Minister than an American Head of State."

The result is not pretty: "The emergence of elective dictatorship in America — with the President having to use every stick at his disposal to beat his parliamentary party into submission — is surely one of the least attractive aspects of Obama's Presidency.... An elected dictator? I cannot see a freedom-loving people putting up with such a figure for long."

Wake Up! Obama is a Fascist

March 23, 2010 (LPAC) On Sunday, March 21, the disgraced and hated U.S. Congress committed an act of simultaneous genocide and political suicide, by voting to pass President Obama's fascist health care legislation. That bill includes the Nazi T-4-modeled IPAB (Independent Payment Advisory Board), designed to dictate death to categories of citizens deemed "useless eaters", without Congressional "interference" — exactly as Lyndon LaRouche had warned for months was the British Empire's central demand.

London and Wall Street immediately expressed their satisfaction at the vote, with the London Economist only demanding that bigger "fangs" should be added into the IPAB provision.

LaRouche, who has given leadership to the mass strike ferment sweeping the country since last August, was blunt in his assessment:

"We're dealing with fascism! The son-of-a-bitch is a fascist! When people wake up and recognize that, then they are going to start thinking more clearly. You don't have to be a World War II veteran to know what a fascist is. This son-of-a-bitch is a fascist, and the sooner he's called that, the better for all concerned. Then we have the debate on the right grounds. And it will come on those grounds. There's no way they are going to avoid that. One way or the other, the fascism question is going to come out. And the Hitler question is going to come out. And people are going to start growing moustaches, or not. "

"You know: 'I shine my shoes with a toothbrush moustache.' You've got to have a sense of humor about this," LaRouche noted, "but a dark sense of humor."

LaRouche also criticized the approach being taken to stop the bill by many Republicans, which centers on parliamentary maneuvers and obstruction. "That's a bad approach," LaRouche commented. "I think that will not work, because I know what we're dealing with. And they do not yet want to know what we're dealing with. We're dealing with fascism!"

Haiti: The Horrors Have Begun.

March 21, 2010 (LPAC)—President Obama will be as hated a figure internationally now, as in the United States, given the unfolding events in Haiti, where Friday's heavy rains—the worst since the Jan. 12 earthquake—are bringing unspeakable misery to hundreds of thousands in Port-au-Prince, whom Obama refused to help by re-locating them to safe ground before the rainy season. An Associated Press photo taken in one of the homeless camps in Port-au-Prince (AP, Ramon Espinosa) has become the signature scene in media the world over. It shows a barefoot young girl, wading through a flooded alleyway in a camp of makeshift blue-tents.

The size of U.S. forces in Haiti is now at 6,600 troops (4,300 on the ground, and 2,300 on Navy vessels off the coast), way down from 20,000 at the peak, and below what could and must be deployed, in an Army Corps of Engineers-led operation, to set up camps on safe ground and launch CCC-type infrastructure to rebuild the nation.

That not done, the March 19 "Situation Report" of the UN's Office for the Coordination of Humanitarian Affairs (OCHA) depicts the sanitation/hygiene/health nightmare in which the over 1.3 million Haitians (260,300 families) have been left to die:

* Only some 12% have received mosquito nets, 15% will have them presumably shortly when those "in progress" are added in, but even with the nets depicted as "in pipeline" are added to that, the total covered reaches only 20%, with the rainy season and its mosquito-vectored dengue/malaria at hand.

* Nearly 60% of those 1.3 million-plus have received a bucket or Jerry can (for water). Soon, almost 80% are to have a bucket—presuming "in progress" proceeds. Just under 70% have received a hygiene kit (soap, etc.), rising to 75% with "in progress" added in. But will they have clean water to put in that bucket or with which to use the soap?

* The number of latrines installed remains at 4,209 of the initial target for 11,000, and that latter was based on a preliminary standard of one latrine for every 100 people. In over half the sites, the OCHA reports that these primitive latrines are only being partially used, because of "inappropriate set-up," that is, they have no privacy, no gender separation, no sitting facilities, etc. 33% of the 460 identified encampments still have NO latrines.

* Only 10% have received mats on which to sleep, and combining those "in progress" and "in pipeline" only reaches 15% of those 1.3+ million people left to sleep in mud. Kitchen sets have been handed out to 18% or so, with under 40% projected to be covered once in progress and in pipeline are distributed. Just over 40% have received blankets; adding in the category described as "in progress," the figure rises to a grand 60%, and "in pipeline" only takes coverage up to under 75%.

* 25% have been given rope with which to "secure" their tarps or plastic sheeting, called shelter; 5% have received "tool kits," and less than 10% will be covered when current plans (in progress and pipeline) are added in.

The Feb. 22 call by Lyndon LaRouche, for evacuating people out of the high-risk zones, and for launching infrastructure-building, will be circulated even more widely, in the countdown now underway to the March 31 New York City ministerial-level event, co-hosted by the U.N. and by the United States, "International Donors' Conference Towards a New Future for Haiti." This week in Washington, D.C., the Organization of American States is hosting a 3-day pre-meeting (March 21-23), on "Haitian Diaspora Forum: Contributing to a Strategic Plan for Reconstruction and Development in Haiti."

In an unprecedented move, he persuaded the committee which vets the jobs of former ministers to keep details of both deals from the public for 20 months, claiming it was commercially sensitive. The deals emerged yesterday when the Advisory Committee on Business Appointments finally lost patience with Mr Blair and decided to ignore his objections and publish the details.

LaRouche Addresses Private Washington Seminar

March 17—Lyndon LaRouche made the following opening remarks to a private gathering of diplomats in Washington, D.C. Tuesday. An MP3 recording of the event is available.

The issue, of course, is really, internationally, economy. And presently, despite all wishful thinking, under the present system, the entire economic system of the planet is about to crash. The crash will be centered in the trans-Atlantic community, of course, but the point is, Asia—those parts of Asia which are moving in a positive direction— are going to have great difficulty in trying to operate in a world in which the transatlantic side has collapsed.

Frankly, and this is absolutely frank—unless we get rid of this President, very soon, in the United States, there's no chance that the world's going to make it. Because if this President continues to be President, the U.S. is going to crash, and when the U.S. crashes, Europe will crash, the entire Atlantic region will crash, and that will bring down entirely the market upon which Asian countries, and others, depend for marginal support for stability.

So, therefore, it's obvious, as I emphasized to people in the United States just recently, and abroad, that this President has to go. That's not your responsibility; that's ours. We will do the best we can.

And he is very unpopular with the American people. Over 60 percent of the population does not like him. A large number, probably a majority, wish he would go away immediately. Some members of the Congress are frightened, and therefore some politicians are frightened, of the power of the British, and the President. And the President is essentially a puppet of the British. And therefore, they're afraid to throw him out. But sometimes in these processes, as in history, history has its own way of helping people to do the right thing, to get rid of bad governments.

I think this is one of the occasions. Because the anger building up in the U.S. population, against this Presidency and this Congress,— if you want to be out of politics in the United States today, be presently a member of the Congress. They're the most unpopular species we have presently. It's not that they're all bad—they're not all bad people; they're just a little bit cowardly. And they get intimidated by the kind of pressures that come upon them.

Most of the American people, frankly, hate this presidency. But they don't hate the President so much, because they don't consider him an American. The ones they hate are the ones whom they believed were their trusted friends in the Congress, who, they believe, have betrayed them. So, they don't believe the President has betrayed them; he's just doing bad things. But because they support this President, they hate the President, and they hate the present government.

So, there is a process underway, which, despite the cowards in our ranks, there is a movement to get rid of this current presidency. And it will happen. The question is, when it will happen. It can happen within weeks from now. It can happen around the issue of trying to push through this Nazi-like health care policy, which the president is fanatically committed to.

LaRouche's Earthquake Webcast March 13. "The IDES of March"

March 16, 2010 (LPAC)—Yesterday Helga Zepp-LaRouche succinctly summarized the world situation in the aftermath of Lyndon LaRouche's March 13 international webcast:

"After Lyn's earthquake webcast of Saturday, I think that people really have realized how deep the crisis in the world is, and that civilization, indeed, hangs by a thread. And that it is also clear that if the kinds of changes Lyn was talking about in the United States, but also in Russia, are not occurring, civilization is not worth two cents any more.

"I think it's also clear, after Lyn's very courageous intervention, that there is absolutely nobody else on the whole planet who is capable of defining the solution to the world crisis, in the way he has been doing. So, it's the only chance. It may save the situation, but it is clear that, if these kinds of changes are not occurring, the world will go to Hell. Because it is also more than obvious, that from Europe, you cannot expect any kind of change which would eliminate this monetarist system, despite the fact that, naturally, now — and tomorrow we have the European finance ministers' meeting — there are tensions between the continental Europeans and British and Wall Street. But nobody is addressing the problem on the right level.

"Now obviously, what Lyn did in respect to Russia, was really a very, very pointed historical intervention, because it is very clear that there are people in Russia who absolutely want to move and want to go in the direction of the Four Power agreement. But it is also clear that those oligarchical networks which basically took over after the Soviet Union disintegrated and who controlled pretty much everything in the period of the Yeltsin administration in the '90s, people who were already there, building with the British the collapse of the Soviet Union in the '80s, these people are still in place. And they have their offices all over the world, they have their headquarters outside of Russia, and I think that this problem never has been identified so clearly."

THE ENEMY'S OF HUMANITY.

 

The British Imperial monetary system is indeed a corpse overripe for burial. "There's a looming danger of an explosion of the Brazil currency," LaRouche warned on March 13. "That explosion, which is now pending, would mean, a general breakdown crisis, for the entire planet." LaRouche today reiterated his warning that the Brazil Ponzi scheme "is all bullshit, but in the short term it seems like it's rich. Then everybody starts going bankrupt as a result of trying to carry the stuff." The only thing to be done, is bury the bankrupt British system with a global Glass-Steagall reorganization of the international financial system, to get on with the task of global economic reconstruction.

And then there's the equally smelly corpse of the Obama Administration, and the suicidal Democrats in Congress who are parading like lemmings with him on his health-care march over the cliff. Today's Financial Times of London delivered the clear marching orders: You are all to commit political suicide for the greater glory of the British Monarchy. In a lead editorial entitled "The Democrats' Healthcare Choice," the FT states: "Passing reform will cost some of them their seats. So be it."

It's by no means clear if sufficient Congressmen will disobey that British order to fall on the sword for the Queen; but the increasingly enraged American population has had it. Obama's political corpse will be buried, one way or the other. He will be impeached in the streets, as LaRouche explained during the March 13 webcast.
